STATEMENT OF HDMA PRESIDENT AND CEO JOHN M. GRAY ON THE CENTERS FOR MEDICARE & MEDICAID SERVICES' PROPOSED AMP IMPLEMENTATION RULE
ARLINGTON, Va., January 27, 2012 – John M. Gray, President and CEO of the Healthcare Distribution Management Association (HDMA), released the following statement on The Centers for Medicare & Medicaid Services’ (CMS) new proposed rule clarifying the implementation of changes to the calculation of average manufacturer price (AMP) established by the Patient Protection and Affordable Care Act (PPACA):
“We are pleased that CMS has released this long-awaited draft AMP guidance for the industry. The 2010 healthcare reform legislation included changes to the AMP reimbursement methodology that had significant implications for the healthcare supply chain. Prior to full implementation, HDMA has sought clarification on a host of issues ranging from the treatment of bona fide services to government expectations for documenting fair market value. Our hope is that this proposed guidance provides the clarity the industry has been seeking.
In the coming weeks HDMA, with our members, will review the proposed rule and provide further comments to CMS within the 60-day time frame. We look forward to continued collaboration across government and industry to accurately navigate the requirements and expectations of the new AMP guidance.”
